I n Chapter 3 , we developed a two-part definition of racial discrimination: differential treatment on the basis of race that disadvantages a racial group and treatment on the basis of inadequately justified factors other than race that disadvantages a racial group differential effect. We focus our discussion on discrimination against disadvantaged racial minorities. Our definition encompasses both individual behaviors and institutional practices. To be able to measure the existence and extent of racial discrimination of a particular kind in a particular social or economic domain, it is necessary to have a theory or concept or model of how such discrimination might occur and what its effects might be. The theory or model, in turn, specifies the data that are needed to test the theory, appropriate methods for analyzing the data, and the assumptions that the data and analysis must satisfy in order to support a finding of discrimination.

A review article on xenophobia holds that it is "an element of a political struggle about who has the right to be cared for by the state and society: a fight for the collective good of the modern state. According to Italian sociologist Guido Bolaffi, xenophobia can also be exhibited as an "uncritical exaltation of another culture" which is ascribed "an unreal, stereotyped and exotic quality". An early example of xenophobic sentiment in Western culture is the Ancient Greek denigration of foreigners as " barbarians ", the belief that the Greek people and culture were superior to all others, and the subsequent conclusion that barbarians were naturally meant to be enslaved. In the case of telenovelas , Brazilians of darker skin tone are typically depicted as housekeepers or in positions of lower socioeconomic standing. There has been racial tension between the Indo-Guyanese people and the Afro-Guyanese. Racism in Mexico has a long history. When a Mexican of a darker-skinned tone marries one of a lighter skinned-tone, it is common for them say that they are " 'making the race better' mejorando la raza.

Xenophobia, or fear of strangers, is a broad term that may be applied to any fear of someone who is different from us. Hostility towards outsiders is often a reaction to fear. Xenophobia often overlaps with forms of prejudice including racism and homophobia, but there are important distinctions. Where racism, homophobia, and other forms of discrimination are based on specific characteristics, xenophobia is usually rooted in the perception that members of the outgroup are foreign to the ingroup community. Whether xenophobia qualifies as a legitimate mental disorder is a subject of ongoing debate. Xenophobia is also associated with large-scale acts of destruction and violence against groups of people.
